Gaza was destroyed. 1.4 million people lived there. There are lots of refugees. They need food, shelter, medical care and the like. This money is for that purpose.

President Barack Obama has authorized the use of $20.3 million from the U.S. Emergency Refugee and Migration Assistance (ERMA) Fund to address critical post-conflict humanitarian needs in Gaza. U.S. Government support for humanitarian assistance to Palestinian refugees and conflict victims now totals nearly $120 million in FY 2009, including nearly $60 million in Gaza.

Of the $20.3 million in new ERMA funds, $13.5 million will go to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), $6 million to the International Committee of the Red Cross (ICRC), and $800,000 to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). These organizations are distributing emergency food assistance, providing medical assistance and temporary shelter, creating temporary employment, and restoring access to electricity and potable water to the people of Gaza.

Today’s contribution to UNRWA augments the $85 million the United States contributed in December 2008 toward UNRWA’s 2009 appeals. Of that amount, $25 million supported UNRWA emergency operations in West Bank and Gaza. The remaining $60 million supported UNRWA’s services for 4.6 million Palestinian refugees in the region, including Gaza. UNRWA is the largest provider of humanitarian aid in Gaza, providing 70 percent of the population with emergency food assistance, essential healthcare, and primary education. We are working to develop a longer-term reconstruction/development effort with international partners.

Furthermore, today’s contribution to ICRC complements the $9.7 million the United States provided earlier this month for ICRC’s activities for victims of conflict in the Middle East, with particular attention to its critical programs in Gaza. U.S. support of the ICRC buttresses the organization’s efforts to supply Gaza’s hospitals and clinics with urgently needed medical equipment, as well as to rehabilitate damaged water pumps and sanitation systems.

Finally, the U.S. contribution to OCHA supports its essential coordination activities for the Humanitarian Country Team, comprised of UN Agencies and non-governmental organizations providing humanitarian assistance in Gaza.

In addition to our contributions to UNRWA, ICRC, and OCHO, to date, USAID has provided more than $3.7 million for emergency assistance to Gaza. Food, milk powder, blankets, plastic sheeting, and other nonfood items have been distributed to beneficiaries, and the distributions are continuing. This assistance is distributed to beneficiaries through USAID’s implementing partners under six recently awarded grants ($250,000 each) to Mercy Corps, American Near East Refugee Aid (ANERA), CHF International, Relief International, Catholic Relief Services, and CARE International. Food distributions are done through USAID’s grant to the World Food Program (WFP).

The U.S. reiterates its support for humanitarian actors responding to emergency needs in Gaza and encourages other states to provide urgently needed funding to UNRWA, ICRC, WFP and other international and non-governmental organizations providing this lifesaving care to civilians in Gaza.

The issue, my dimwitted friend, is what this $20.3 million is being used for. As detailed above, it is not being used for purposes of resettling Palestinians in the United States as the letter-writer suggested.

It doesn't pay for MIGRATIONS TO THE US you dumbfuck. It pays for relocating displaced refuges from the crisis probably back home to their little hell on earth that is the Palestinian settlement.

I'm not going to feed your paranoia. I haven't read the bill, so I don't know where they're moving them. They're probably in camps since their homes were destroyed and they need to be moved elsewhere. Maybe some left before the conflict and need to get back in. I have no idea, and neither do you.
 
This fund has existed for years. The fund isn't just for Israel, it's for the entire world (the world we recognize by giving money to it).

Here's the part relating to migration:

International migration activities focus on cooperation with other governments and with international and non-governmental organizations to facilitate humane and effective migration management. MRA funds for migration activities are primarily disbursed through the International Organization for Migration (IOM). The FY 2007 request for migration activities includes an annual assessed contribution to IOM. As a member of IOM, as authorized in the Migration and Refugee Assistance Act of 1962, the United States pays annually a 25.74 percent assessment to the organization's administrative budget. The IOM assessed contribution is paid in Swiss francs, and the dollar amount will vary according to the exchange rate at the time of payment (in FY 2005 the assessed contribution amounted to $8.02 million). The Migration budget line also supports two positions held by Americans with IOM through the Associate Expert (AE) program.

Assistance in this category will support the international migration policy goals for which PRM has primary responsibility, especially the promotion and protection of the human rights of vulnerable migrants, including asylum seekers and victims of trafficking. As part of this effort, PRM plays a key role in overall USG efforts to combat trafficking,, and a top priority of the FY 2007 request for migration includes support for programs to assist trafficking victims while building the capacity of foreign governments and NGOs to better confront this challenge. Resources will continue to support key programs to provide protection to victims, including victims' identification, return transportation, reintegration and medical assistance. PRM will work with IOM to develop and disseminate capacity-building material, such as IOM modules in various languages to train government and NGO representatives on issues relating to the protection of trafficking victims. PRM will continue to encourage IOM to strengthen the development and use of performance indicators for anti-trafficking programs. These performance indicators will be an integral part of evaluating the effectiveness of MRA-funded anti-trafficking activities, as well as for justifying continued USG support. Anti-trafficking programming is closely coordinated with other U.S. anti-trafficking efforts through the State Department's Office to Monitor and Combat Trafficking in Persons and the inter-agency Senior Policy Operating Group on Trafficking in Persons.

Another principal migration activity is participation in and support for regional migration dialogues. Since 1996, the United States has been involved in the Regional Conference on Migration (RCM), a forum where ten North and Central American governments and the Dominican Republic discuss and cooperate on common migration challenges. In addition, since 1985 the United States has participated in the Intergovernmental Consultations on Asylum, Refugee, and Migration Policies in Europe, North America, and Australia (IGC), an informal channel for senior and mid-level policy officials from the United States, Canada, Australia, and European countries to exchange views and share information. PRM also supports newer regional dialogues, such as the South American Conference on Migration (SACM) and the Migration Dialogue for Southern Africa (MIDSA) for member states of the Southern African Development Community (SADC), and the Bali Ministerial Process on People Smuggling, Trafficking in Persons and Related Transnational Crime, covering the Asia-Pacific region. PRM is actively involved in discussions on migration and trafficking issues at the regional level through the Organization of American States and the Summit of the Americas (OAS), and at a global level through the UN system.

Just because it comes from ERMA does not mean they are helping them migrate anywhere. It not only funds migration but also emergency relief. If you actually read what you posted (and highlighted) you would see that this money is going for emergency relief. (at least according to your post)
