As I have said, you are 100% wrong on this one. People will have their taxes cut but, due to the withholding tables, may not have enough withheld from their paychecks to cover their new lower income tax liability.
For example, let's say your total income tax liability last year was $1,200 and under the IRS withholding tables you managed to have exactly that amount withheld from your paycheck at the rate of $100 per month. Come April 15, you owe the government nothing and it owes you nothing.
This year your tax liability with the tax cut is $800. With the new IRS withholding tables you have $60 withheld from your paycheck each month totaling $720 for the year. Well, that's not quite enough to cover your now lower tax liability of $800. As a result of not getting enough withheld from your paycheck each month under the new withholding tables, notwithstanding your lower tax liability than last year, you end up owing the government $80 on April 15.
Under you theory you experience a tax increase of $80, when in reality you experienced a tax cut of $400.
