is being held hostage by its chief executive and a small minority of its legislature

the above want to dismantle/undermine public education and the social safety net established by the governed

yep, california used to be the 5th largest economy in the world but mismanagement by its chief executives and legislatures has reduced it to the 8th largest in the world...

oh well

who is the small minority of legislatures you are referencing?

its possible that it has to do with being one of the most liberal states in the Union.... im just saying... I know you would like to believe that its a few people, but theyre just managing a problem built in by the philosophy that rules the left coast.

regulation, taxation, social welfare, more taxation, spending, spending, spending... liberalism at its finest....

I know another area of the country with even more power that acts just like california... Californian is even the Speaker of its House.

Positively correct. It was a state that during the boom times expoded its government to epic levels as if there were no ebbs and flows in revenue, and now? They're fucked. I'm so glad I don't live in that shit box anymore.

I'm guessing he's referring to the ridiculous quirk of the california constitution which says 50% plus one can deny gays equality, but in contrast you need 2/3rds to raise taxes or revenue.

LOL, you want to raise taxes? Debt? Why didn't you vote for it in May?

The only option the legislature has is to take a hacksaw to education and the welfare system. May as well get it over with so you can pay your workers.

What DQ leaves out are the voters themselves. My understanding is 75% of the budget is spoken for based on passed ballot initiatives. The people of California themselves have played a large role in where we are today.

gotta love that initiative process

since the voters voted for it, then why are the reps denying the will of the voters

???

The voters have voted for a bunch of things but not specified money for it. If you're trying to make this a partisan problem I am not with you there. There is plenty of blame to go around to all involved. And as WM said if voters wanted higher taxes they had their chance in May.

because the propositions were cobbled together pieces of trash that arnie baby and his cohorts wanted and that when they failed he could say that the voters would not raise taxes

You forgot enviro nuts that have decimated CA agriculture...you know that little thing in CA that brings in revenue! Or how about the Gov's refusal to go after Indian gambling taxation, something promised to his constituents to help alleviate the financial impacts of all the liberal regulatory crap that has sent business's to more friendly climates.

Well... it's true. They wouldn't. You are calling the legislature evil for making cuts, but you rejected a package that was a compromise between taxes, debt, and cuts. So you get all cuts. This IS the route YOU chose, Don. Get over it.

on the contrary, i stand by my comment that those propositions were trash that would have protected some special interests and raised regressive taxes and fees

I agree. That's the real problem in California and not partisan politics. The people, left and right, want to have their cake and eat it to and now they are paying the price for this irrational approach to governance. There's blame enough to go around.

i understand, but the legislature and the gov do not want to be seen as raising taxes because their opponents could kill them during the next primary

so they try to hide any rise by increasing fees and 'temporary' tax increases like raising the sales tax instead of the income tax

it is the old shell game, but $26 billion is not going to come from nowhere and not just from cuts to the poor and disabled

A hoped-for summer drop in California unemployment has failed to materialize this year, with jobless claims in recent weeks nearing their January highs, reports the state Employment Development Department.

Claims had been trending slightly downward to 336,317 in April after skyrocketing to 525,000 in January.

“The typical pattern is the unemployment insurance activity declines in the summer,” says Loree Levy, an EDD spokeswoman. “Not so this year. We are back near January’s pace.”

Calif. first-time jobless claims
First-time jobless claims 2009 2008
Week ending July 4 136,000 53,000
First six months 3,270,469 1,492,761

In the last full week of June and the first week of July, the state processed more than 135,000 claims.

There were 136,000 claims in the week ended July 4. Of those, 94,000 were regular claims and 42,000 were for extended benefits. Last year, 53,000 claims were processed during the same week.

For the first six months, the state has received nearly 3.3 million claims for unemployment compared to nearly 1.5 million last year.
