It was regressive because it was a compromise. The conservatives wouldn't accept a more progressive package. You should have been a realist and realized that this compromise was pretty much the only option, and after it was over the only other option would be to cut whatever the convulted constitution said they could.

IMHO, you guys should write a new constitution so that it takes a 2/3 majority to pass a constitutional amendment, and a 50% majority to pass a budget (50% for taxes would be preferable as well, but it's not realistic)n .
