Yes. They can copy the body of an email and send it in, with or without the sender's name, which is usually (in my case anyway) an organization, not an individual.

It is actually organizations that were the reason the law was created. During LBJ and Nixon the government kept records of protesters and other "dangerous" groups, when it was found out there was a backlash and these kind of laws were passed.
