In America there was a civil war where the abolitionists from the north defeated the south and the African slaves were granted their freedom.
Over time the Africans were gradually granted all the rights and privileges of any other citizen of the U.S.

I wondered about the teachers union as well. It's possible that the teacher worked for a private school, or just quit and went elsewhere (my choice if I'd been in that situation). It's also possible the story is entirely fiction, as well.
