First, the SS has zero local law enforcement authority whatsoever.
Second, the SS is a security force, not federal law enforcement.
Third, if the owner wants someone to leave, they can ask that person or call the local police.
Fourth, the SS can only remove someone from the premises if they prove a security risk. having a cellphone doesn't even meet RAS to warrant a frisk, much less a removal.
