What's going on? Is the government approving a study to improve marijuana?

Certainly a worthwhile project, but aren't there more pressing issues?

This is all about taxation.
I dont see anything about taxation.
However the title is misleading,it's not legal reform for usage either

yeah......it's about research programs........your title wrongly implied the statute was changing the laws about use......

Previously, Marijuana was off the table for anything but imprisonment. Now, Marijuana is set for some type of Legalization. Momentum is growing. States*are legalizing it. It's legal in Washington DC.
Word on the street, once New York legalized Marijuana, the Federal Government would remove Marijuana as a Schedule 1 Substance.
Wall Street also is hustling 'MJ' as a mutual fund.
