Yet, by your own words, our society rewards such behavior unless the person attack files charges. Seems odd that all the responsibility is on a person publicly assaulted.

Isn't that the problem with spousal abuse cases? A man can beat the shit out of his wife and nobody gives a damn unless she presses charges? Seems wrong to me.
