Because most people want to adopt babies that they can pass off as their own, most kids in foster care weren't placed there as infants they were placed there because their parents lost parental rights.
Eliminating the red tape isn't going to suddenly change the minds of people who don't want to adopt kids.
There just simply aren't enough people who want to adopt kids.

The delivery mechanism by which a 9 month old fetus receives its food, water, and oxygen does not make the fetus itself biologically different itself from a born baby.

Your argument is absurd because they are both equally viable, only the mechanism by which they recieve food, water, and oxygen is different and if that is the only difference them why can't a mother deny a born child food, water, and oxygen, is it the delivery mechanism that makes it less of a murder?
