Kate did not go either, the story I saw said that the motivation was to not disrupt the kids on their first day of school.

That was probably Walter Annenberg. He was appointed by Richard Nixon as United States Ambassador to the UK, where he served from 1969 to 1974.
 
Kate and William dont believe in an army of staff, and this was a very big day for the kids, I tend to believe the story for now.
