Notice that National Guard in the background of the picture. They had been there since before the hurricane. They showed up almost a week before DeSantis. They had to stop their work to show DeSantis and his white boots around.

When they shutdown aid efforts so DeSantis could "help out", everyone assumed he wore the white boots to show how muddy he would get... He did not get muddy.

Notice that he is refusing to even be in the frame with aid from the federal government. He stopped federal aid distribution to get that photo op, and then refused to be pictured with it. He just strutted back and forth in a parking lot for 15 minutes, having shutdown operations for 6 hours to get the shots.
