This is just dumb in my opinion. Just legalize it already. This is like 'partial prohibition'. Does anyone think for one moment that people can't find a doctor to give them a 'prescription' for 'anxiety' or something similar? We should quit pretending that this won't occur.
Legalize it. Tax it.
If anyone should happen to harm another while under the influence, then punish them accordingly. Otherwise, let them be.
Immediately release all those who are imprisoned for non-violent MJ offenses.
