A requirement to insure every gun purchase would definitely go a long way to shutting this shit down. I doubt very many of these shooters would have been able to afford the premiums on the weapon they choose. It's called actuarial tables. I'd also argue that if someone has a history of being careless with alcohol, the same should apply. Get enough DUIs and you can't drive any more. But here in Florida, you can carry a gun around without a permit, regardless of how drunk you get.
