First, I doubt it was Hunter due to the location.
Second, the WH needs to identify who left the bag. Not just because of the political optics and the Fox News "let's get Hunter" BS, but because it could easily have been anthrax.
Prior and after to 9/11, terrorists had been making trial runs on US airlines. They were "innocent", meaning unarmed and didn't break the law (much), but the pattern of activity was suspicious in that it seemed to be testing our security and our responses.
In the military we have "probing fire". A pair or fire team of Marines will move close to the enemy at night and, under protection cover, open fire on the suspected enemy position hoping to generate a response of returned fire. Other Marines would note the position of the gun flashes, especially machine gun positions. Those positions would then be targeted with mortar or artillery fire.
Similarly, the terrorists probed our security and our response looking for weak spots which would then be used for an actual attack.
In short, any breach of security of the WH, including leaving drugs at a check point should be considered a security threat and the perps identified.
