Congress even passed a law about it.

Habeas Corpus Suspension Act (1863)

The Supreme Courts only ruling on the matter stated that only congress can suspend the constitution although Lincoln ignored them and did it anyways before congress agreed.

Congress didn't reverse his decision and according to their constitutional right to delegate power it was figured, by lack of challenge, that congress had delegated their power of suspension.

Habeas corpus is not the constitution. Habeas corpus can only be suspended in certain circumstances, but habeas corpus is not a provision of the constitution.

How in the world do you equate the right to suspend habeas corpus with the right to suspend provisions of the constitution?

The most important thing is a high standard of living for as many citizens as possible.

The government that can best lead us toward that is the best government,
regardless of its configuration.

I don't doubt for a moment that something better than we've got now exists
that would lead us in that direction.

That wasn't the question put to me.

I was asked what parts of the constitution can be suspended.

That being said, Article 1 Section 9 doesn't necessarily have to apply only to Habeus Corpus. There is constitutional authority to extend it to other parts of the constitution until the court says otherwise, which they haven't done when they've ruled on this in cases like Boumediene v. Bush.
