The "building" was the Capitol of the United States, and Babbitt was at the head of an attacking mob that by assaulting Capitol police officers made its way through the building to where the Congress men and women were being guarded. A final barrier and three armed guards separated the mob from the senators and representatives. Ashli was shot as she tried to smash the barrier.
