He's more like Tupac, he left behind recorded messages that occasionally seem to have some relevance so they "publish" them and pretend he's still alive. The CIA, rather than making a martyr of him, listens to them and announces they are really his voice. Of course they are, but their relevance is usually minimal and he no longer seems capable of figuring out a camcorder...

My guess is he died about three days before Bush announced that he was no longer the focus of our presence in Afghanistan and since then they've been able to release a very few of the tapes that have some vague relevance to something happening in the present, barely enough to pretend he is still alive. We just listen, say it is his voice, then move on. The dude died a long, long time ago.
