Reposting this, when the word is "TARGET" shows you do not understand what that word means.

As has been pointed out to you that is not in the NATO agreement requirements.

But furthermore a TARGET is not the same as REQUIREMENT. It simply means they all set a goal to try and reach the target.

It means they failed to achieve a goal they wanted to achieve but were NOT obligated to achieve.
