This is a civil case, not a criminal case, you moron. In a criminal case, yes , the fines go to the state. In a civil case the money goes to the victims. But there aren't any.
 
It is worth reminding everyone that this was a suit brought for equitable relief. The money damages are part of that equitable relief, not a legal remedy for damages. Thus, no damages need to be proved, and no jury trial would have been granted, even if requested. It is a legal distinction I'm sure TDAK has no fucking clue about.
