You should look at Oregon's drug laws:

It is a noncriminal violation similar to a traffic ticket to possess the following:

Less than 1 gram of heroin
Less than 1 gram, or less than 5 pills, of MDMA
Less than 2 grams of methamphetamine
Less than 40 units of LSD
Less than 12 grams of psilocybin
Less than 40 units of methadone
Less than 40 pills of oxycodone
Less than 2 grams of cocaine

It is a misdemeanor simple possession of substances containing: 1 to 3 grams of heroin
1 to 4 grams of MDMA
2 to 8 grams of methamphetamine
2 to 8 grams of cocaine

Beyond this is a felony.

Basically, being a user only fucks you up. They often don't bother to even cite you for it (though they can).
Being a dealer is the road to a felony charge.

Sure, you can look at Burnside Ave and see a wasteland of zombies, and it's a bit worse than other cities, but whether drugs are banned or 'legalized' in this way really doesn't make much difference. If people want to fuck themselves up with drugs, they will do it. You can't kill the free market. It's immortal. You can drive it into the black market, but it's still there. As long as there are people wanting to buy these drugs, there will be dealers to sell them.

Since Pres. Johnson started is War on Drugs, drug abuse has only grown worse since then, as funding for organized crime was given new life through drug sales.
When alcohol was banned by Constitutional amendment, it only served to fund organized crime in selling alcohol. When that amendment was repealed by a later amendment, the damage was done. It did nothing to stop the use of this recreational drug (and one of the most devastating, killing more innocent people than any other drug and a drug that tears families apart).

No, it ain't fun. It's a living tragedy.

Literally every one of the large cities along the west coast has fallen and it might give cause for one to question, which political party runs those cities and states?
