Russia can lob a few missiles into Odesa, but there is no real path to capturing Odessa. They cannot even capture the left bank of the Dnieper. If they did they would have to cross the river, and capture the right bank. Then they would have to fight their way 100 miles of ground and rivers. They could not start any of this until they figured out and countered the Ukrainians taking out the Russian planes and ships. They would need the support of both the air force and navy to capture Odesa.

Maybe one day in the future, Russia will be able to do all that, but not in the near future.

Where do you come up with "150 meters" from?
