The price of crude oil is the same for everybody,
and the cost of refining it is similar for everybody.

Gasoline costs $1.36 a gallon in Iran. It is heavily subsidized.
In most of the first world, it is taxed to encourage the market to come up with alternatives, and to pay for the cost of cars to the government.

I remember once when I was living in Alabama, Gas tax went up several cents, the price of gas did not increase the same as the increase in tax, and over the next two months decreased.
