not factually correct. The US Constitution is a contract between the states and the federal government, where the states surrendered some of their power to the federal government, limited as it is. The 2nd applied ONLY to the federal government. Most of the states had their own right to arms clauses in their state constitutions.

The 2nd amendment applies to the States as well as the federal government. It always has.
ALL of the remaining States echo the 2nd amendment in their own constitutions as well.
2nd Amendment said:
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.
The right to self defense is inherent. It does not come from a piece of paper. Even an animal has this right of self defense. No matter how oppressive a government is, the right cannot be taken away.
The 2nd amendment discusses this right; both the right of an individual to defend himself by keeping and bearing arms, and the right of a State to defend itself by forming a militia (an army).
This right is not be infringed, by either the federal government nor by any State.
In the Washington State Constitution, the 2nd amendment is echoed:
SECTION 24 RIGHT TO BEAR ARMS. The right of the individual citizen to bear arms in defense of himself, or the state, shall not be impaired, but nothing in this section shall be construed as authorizing individuals or corporations to organize, maintain or employ an armed body of men.
Every State that joins the Union must agree to this.
The BATF is unconstitutional when it attempts to ban or limit any gun.
Gun control laws that limit or ban any type of gun or it's accessories is unconstitutional.
Any law banning or limiting any weapon is unconstitutional.
Arms is a weapon. It can be a club, a sap, a dart, sword, a bow and arrow, any type of gun, any type of explosive, any type of missile, or any type of bomb. ANY WEAPON.
Every animal has the right to defend itself with whatever means it has. So do people.
That said, you ARE responsible for the storage and use of that weapon. If I want to manufacture explosives, for example, I can. I am responsible for storing them safely, and manufacturing them safely. I do both. My storage magazine isn't near any road or someone else's house. My manufacturing facility is not near the magazine, any road, or someone else's house. They are transported only by authorized personnel and in accordance with DOT rules.
If I want to manufacture a gun and even the ammunition for it, I can. I am responsible for safely manufacturing it, testing it, storing it, and using it. I always treat the thing as loaded. I don't point it at anyone except someone about to commit a felony act against my person, my family, or my property.
