He appears to be having cognitive issues, but unless we see a current physician's examination report, speculation is baseless. The last ones he made available are from years ago.
They do not pass out grades on the cognitive test. Most people on Medicare have taken them. They are annoyingly simple and are not a test with grades. It just shows that you have a problem with some brain connections. The test starts with outlines of giraffes, elephants and zebras then they ask you to pick out the one that looks like an elephant. The test is so simple, that you feel insulted.
