We? It was the owners and execs who moved our manufacturing abroad for quick high profits and no environmental regulations. They made a shit ton of money. As long as some country can offer similar deals. manufacturing will never come back. And the guys who moved it abroad are the people Trump gave huge tax cuts to and promised to do so again.
