Although some efforts have been made to move fabs overseas, it's not enough the Chicoms could cripple the world if they wanted to as things stand.

Because of US sanctions, China was forced to come up with a better switch that uses light instead of silicon. Capitalists know that China does everything better and cheaper.
 
America has already promised to destroy the chip factories, the CCP will never get them.....making this speculation moot.

A program that is preditcably a cluster fuck....lots of money gets spent.....very little gets achieved.

Also with Chinese rare earth sanctions our very ability to make chips is iffy.
