"OFFICIAL ACTS" is vaguely defined. Trump claims stealing and hiding top secret documents and inciting riots to maintain power are "official acts", so that kind of criminality defines the boundary Democratic presidents are allowed to go up to, and perhaps beyond.

I think the best way to get the illegals out is to start making laws and enforcing them that prohibit illegals from being able to function in US society. They'll leave on their own. They need enforcement, and some new ones added, such as:

Making it illegal for illegal immigrants to enter a contract of any kind. This means they can't buy a car except for cash, cannot open a bank account, cannot get a credit card, cannot buy a house (even for cash).

Make it illegal for them to make a wire transfer of money. No more sending money home to their relatives in another country.

Tell all sanctuary states, cities, etc., that until they drop that and start actively and enthusiastically enforcing immigration law they get no federal funding.

Make getting any sort of legal government ID illegal for them. No driver's license, no ID, means they will have a hard time doing anything.

On arrest and conviction, all property in their possession, to include money, real estate, cars, whatever, is confiscated by the government as ill-gotten gains of a criminal enterprise (eg., they bought it all while committing the crime of illegal immigration. Let them try and prove otherwise.).
