2016: Russia interfered in our election.
2020: Safest, most secure election EVER!!!!!!!!!
2024: Russia interfered in our election.

(1) What changed from 2016 to 2020 to safeguard our election from Russian interference?
(2) What changed from 2020 to 2024 to remove the aforementioned "safeguard"?
