In fact, where government becomes a major player in social-welfare, charitable giving and individual charity declines precipitiously.
The usual two things that drive charitable giving by individuals are religion and lower forced government spending on social-welfare issues. That is, the atheist / non-religious, Socialist welfare state makes people far more miserly.
