I'd say,

Spent to economically destroy the Soviet Union leading to its collapse, the end of the Warsaw Pact and defeat of those nations in the Cold War without firing a shot. That's a great accomplishment!

Dropping the top tax rate on the top 1% from an onerous 70% to 28% seems more than fair and equal to me. Why should the top 1% suffer such a confiscatory tax rate other than because Leftists want everyone equally poor and to be able to spend all of that money on the undeserving?

Reagan didn't let any Americans die of AIDS. Like other emerging diseases, AIDS afflicted Americans but only in three specific groups for about 98% of those catching it:
Intravenous drug users sharing needles
"Sex workers" like prostitutes and such
And...
Males engaged in homosexual activity

That last group was overwhelmingly the one that got AIDS.

The deinstitutionalization of the mentally ill started in the 1950's. The mass deinstitutionalization occurred in the late 60's and early 1970's during the Kennedy and Johnson (LBJ) administrations. Even the most cursory search shows that.
