The last time a comprehensive review of the federal government was completed in 1984, the budget was $848 billion, national debt was $1.6 trillion & debt to GDP ratio was 38%.
The budget is now $7 trillion, the national debt is $35.3 trillion & the debt to GDP ratio is 121.6%.

Bureaucracy is killing America.
Unelected bureaucrats hold a lot of power in America, strangling personal and business ventures in endless rules and paperwork. Congress writes the laws, but it’s the administrative state that decides how they’re enforced—and it’s a nightmare. Federal agencies have ballooned to 438 departments employing 4 million people, most untouchable by elections or firings. Meanwhile, Americans can’t make a move without a permit, form, or a bureaucrat’s stamp of approval. Reforms won’t come easy, but letting this bloat continue risks a future where even breathing might require government permission. Time to break free!

Entitlement programs are massively tilted towards trump voters. They mostly have overhead rates of well under 1%. That means they are going to have to cut trump voters harshly.

Actually, it is about 3 million. It has been more or less that for a long time. You might say that we have a third more federal employees than in the early 1960, but we have 90% more people, so we have fewer federal employees per capita.

It would be difficult to cut the federal workforce more, with the current workload. Difficult, and more importantly counter productive. With too little overhead, there is not enough people to improve efficiency, and so it costs more.
The only way you can really cut the federal workforce is cut the workload. Cutting the workload would also cut expenses. Do we really need to pay Social Security?
Basically, the only way trump/Musk will cut the budget is by cutting benefits to trump's voters.
