How can an average Brazilian make enough money to pay for WiFi service unless they are either working for the government, a "third party" patron or profiting off of drugs? IMO, even the Brazilian government isn't stupid enough to hire you so that leaves the third party patron. Is it China, Almost Marco? They definitely want influence in the region.
