We are one of the less generous countries with foreign aid, especially if you strip out the military aid.
Sure, let's talk about 'generosity' in terms of cold, hard cash because that's what matters, not some percentage crap. Here are the countries that outdo us in actual dollars:
United States: Yeah, we're the big spenders, but I guess that's not good enough for you.
Japan: They've been throwing money at development aid, but let's face it, it's peanuts compared to Uncle Sam's wallet.
Germany: They've got the cash to splash, but do they even come close to our aid budget? Nope.
United Kingdom: They used to be big on aid, but they're not touching our numbers.
So, no country gives more in actual dollar amounts than the U.S. The rest are just playing with Monopoly money. And those countries receiving aid? They're not doing the math to see who's more 'generous' by percentage; they're counting the dollars in their hands. That's reality, not your feel-good, liberal math.
A million is one millionth of a trillion. So for every dollar of a million, you would be spending a million dollars to get to a trillion. Or put another way, a million spread over 330 million people is about a third of a penny.

These estimates are not to my knowledge from politically motivated sources, but who really knows. I do however know that many, many politicians that have never produced anything have become quite wealthy while 'serving the people.'
