If you sit in a comedy club next to someone who makes that noise after every joke, you would not say they were laughing. If you told a joke to your buddy at the bar and he responded with that noise, you would know he did not think it was funny.

He laughs at others especially when demeaning them. He never laughs at himself or in a good-natured way.
