That's right leftist whiners. Congress can't do anything but complain. They have no say over how many people the Executive Branch hires. There is nothing codified into law stating that a particular department has to have X number of people. That decision falls to the Executive Branch.

Maybe you all need to go back and watch Schoolhouse Rock again?
