Almost certainly the most important and most damning of the information was purged from the FBI.....it wont be found in the FBI records.

Wouldn't it be easier to send the files in electronic form? Printing them out in NYC, and shipping them down to DC, to be "looked through", and then rescanned into electronic form... They didn't send originals did they? You know that destroys the chain of custody.
