First off, why would there be thousands of Americans? Second, why would he kill anyone in the mining facility?

At the first sign of trouble, trump would pull out the dozen or so Americans, and then send them back in after the trouble was over. Sure some of the Ukrainian staff might flee, and not return, but they can be replaced. Mineral rights last decades, so weeks of lost production is of little importance.
