In this case, it means that a person has a father who gives him an Hispanic name, but he is born in an English speaking country, so the name is made more English in spelling and pronunciation. So Solomun Araya was born in the USA, to what appears to be an American Black mother, and a Chilean father. His name is spelled in-between the Chilean and the Americanized versions.
It is probably cause, but not beyond a reasonable doubt. That is enough to arrest him, and do further blood tests. To convict him, they need to prove he was using drugs, and disprove that it was some other medical problem.
