If I want to drive to Seattle, I can drive through Canada. I start on the East Coast of the USA, drive over the border, then along the Canadian Highway, and then over the border again into the USA. If there is some sort of international right to send people back to where ever they went through, then the USA would have the right to send me back to Canada... And Mexico would have the right to send any deportees back to the USA. Because they traveled through the USA.
