Companies and owners sent the jobs away. It was not the government. The Repubs did pass tax breaks to companies moving abroad, though. But that is who they work for.

* Banning of certain industries, leading those companies to seek business abroad, and those wanting that supply also going abroad more easily obtain it.
* Union negotiations resulting in obscenely high wages, driving companies to see cheaper alternatives abroad.
