Fauci was not in charge of funding. Funding uses rigorous peer review processes using experts in relevant fields to determine merit and feasibility.
They have an advisory council that provides second level review, judging on policy issues and program issues before funding approval.The director approves based on scientific merit ,public health needs, and budget availability.
The last level ,the ultimate level, determines funding based on the info from the councils, peer review, and budget councils.
Fauci funded nothing. He had input.
