Is that why, for any important legislation, the GOP has such a difficult time getting all of their members to (mostly) vote in a bloc meanwhile Team Democrat alllllmost ALWAYS gets ALL of their members to vote in a bloc?

But it does not say what you claim (are lying about) it says.

An outgoing congressman proffering an OPINION is ≠ to "not likely".

He has no more knowledge or clue of a future election outcome than anyone else.
