And again we do NOT have the infrastructure in place to do that , it will take a lot of time and money to get it set up until then a lot of people could lose their jobs.
We currently mine Rare earths we just don't process them in the US. Processing facilities can be set up pretty quick if it's an emergency.

Nicknamed “Alligator Alcatraz,” the detention site sits at the Dade-Collier Training and Transition Airport, deep in Big Cypress National Preserve. Governor Ron DeSantis, who toured the site with Fox News’ Jim Doocy on Friday, says the camp will officially start housing undocumented immigrants this Tuesday.

Those are some fancy tents...and trailers... done right...and ready for business...;) It would be silly to build anything but that kind of facility for this particular need, wouldn't it?
