Officials in Texas are casting blame on the National Weather Service (NWS) for failing to forecast catastrophic flooding that has killed 24 people.

NWS was among the government agencies targeted by the Trump administration in its effort to gut the federal bureaucracy, losing approximately 600 staffers.


After the cuts, the agency—which was already understaffed—began to prepare to offer “degraded” forecasting services, facing “severe shortages” of meteorologists, according to an internal document obtained by The New York Times in April.

“The original forecast that we received Wednesday from the National Weather Service predicted 3-6 inches of rain in the Concho Valley and 4-8 inches in the Hill Country,” said Texas Emergency Management Chief W. Nim Kidd at a press conference Friday. “The amount of rain that fell at this specific location was never in any of those forecasts.”

Sudden thunderstorms dumped more than 10 inches of rain on the area, causing heavy flooding from the Guadalupe River.

Dalton Rice, the city manager for Kerrville, Texas—who also spoke at the press conference—said that the catastrophic flash flooding happened because the skies “dumped more rain than what was forecasted” on two of the river’s forks.


The flooding has killed at least 27 people so far—18 adults and nine children. About 25 young girls from Camp Mystic, a Christian summer camp that sits near the river, are still missing.

Speaking to reporters on Air Force One Friday, Trump called the catastrophe “shocking” and “terrible.”

“They don’t know the answer yet as to how many people, but it looks like some young people have died,” he said.

The Times reported in June that, just months after the Trump administration had forced out the hundreds of staffers, the National Weather Service was granted a waiver to the administration’s government-wide hiring freeze.

A spokesperson told the Times that the added staff were intended to “stabilize” the agency.

The National Weather Service did not immediately return the Daily Beast’s request for comment.
 
And why couldn't they have magically predicted it would happen 38 years later, especially considering the average person does not have access to the type of raw data that NWS has?
They didn't have to. They knew in 1987 flooding was a problem. That meant they should have started work on means to mitigate or eliminate potential flooding of that magnitude in the future. Obviously, they failed to do so. That isn't the fault of the NWS. That's the fault of political leaders at all levels as well as persons living in what was a known flood zone.

If you build your house in the middle of a known flood plain, that's your problem. Deal with it. Stupid on your part doesn't create a crisis on my part.

US weather forecasting was sub par before Trump, and before who knows what began being pumped into our atmosphere by our self appointed overlords.

There are many countries building early warning systems for earthquakes, including Mexico, but Republicans claim the USA is too poor... Apparently we are poorer than Mexico in their minds. More likely, Republicans don't want to help people in California out.

So anyway, the planned new chip fab facilities have to be made close to the border, in hopes of piggy backing on the Mexican early warning system. It gets humiliating after a while.
 
You want to drain an entire flood plain? For what possible gain? I mean if NYC was there, then maybe, but for some brush land?

No you moron. They should control what floods and what stays dry. And, yes, that is possible at relatively low cost.
It is cheaper, and safer, to just have a good weather service.
No, it isn't. If the weather service predicts heavy rains and flooding you still end up with millions, even billions, in property damage, lost production, and other issues.

What is the cost of the damage done in that picture? Having proper flood controls in place would prevent that sort of thing.
 
They should control what floods and what stays dry. And, yes, that is possible at relatively low cost.

I do not see one house touched by water, so most of the damage is to the landscaping. I do not see any expensive landscaping, so I would estimate a few hundred dollars of damage.

I am sure you could find a picture of real damage. More importantly, those children were priceless, so it is impossible to put a cost on them. That being said, hundreds of billions of dikes and drainage canals would not keep them safe like a simple evacuation would have. When dikes fail, they only make the situation worse.

HOG WASH the NWS issued a flood warning 12 hours before the flash flood warning 5 hours before. The problem was that there are no sirens along the river and this happened at 4 am and no one was awake and monitoring the weather at Camp Mystic. The camp owner failed the girls.

When was that photo taken. The peak of the flooding was at 4:00 am that photo was taken in the day not night. And that is a in town photo and not a along the river photo. AGAIN the first flood warning by the NWS was issues at 1:18 PM more than 12 hours before the Flash flood. A FLASH FOOD warning was issued around 11:00 PM about 5 hours before the FF hit. The NWS did it's job. The Camp management was asleep on the job.

Dams are usually the most common means of flood control along with storing water for drought.

Unfortunately, under Abbott and the first Trump administration, the problem was recognized but not fixed.

Texas, like Florida, doesn't have an income tax and uses real estate taxes as a main source of income. As the link notes below, by reducing property values, there's less revenue for the state. IMO, instead of putting a bandaid on the problem and reducing property values in the process, better to invest and generate greater revenue.

The problem with building dams is that it requires eminent domain; stripping Americans of their property and forcing them to move even though lake/reservoir front property generates higher property values along the shoreline.

2019:
SEGUIN — Texas officials will start draining four lakes next week in Guadalupe County in Central Texas without a plan in place for when the lakes, and the 90-year-old dams that support them, will be rebuilt.

Area homeowners, who got barely a month's notice, said they felt blindsided by the plan, and they say it will slash their property values, kill their beloved century-old cypress trees and render the lakes — which have hosted water skiing tournaments for decades — unusable.

No one wants their house in a reservoir, or destroyed to make room for a drainage canal.
