When was that photo taken. The peak of the flooding was at 4:00 am that photo was taken in the day not night. And that is a in town photo and not a along the river photo. AGAIN the first flood warning by the NWS was issues at 1:18 PM more than 12 hours before the Flash flood. A FLASH FOOD warning was issued around 11:00 PM about 5 hours before the FF hit. The NWS did it's job. The Camp management was asleep on the job.

Trump is sending in a lot of federal resources for this disaster. Will he do the same for a Blue State?

No, it isn't. If the weather service predicts heavy rains and flooding you still end up with millions, even billions, in property damage, lost production, and other issues.

Dams are usually the most common means of flood control along with storing water for drought.

Unfortunately, under Abbott and the first Trump administration, the problem was recognized but not fixed.

Texas, like Florida, doesn't have an income tax and uses real estate taxes as a main source of income. As the link notes below, by reducing property values, there's less revenue for the state. IMO, instead of putting a bandaid on the problem and reducing property values in the process, better to invest and generate greater revenue.

The problem with building dams is that it requires eminent domain; stripping Americans of their property and forcing them to move even though lake/reservoir front property generates higher property values along the shoreline.

Kerrville is in Texas hill country north of San Antonio. It sits on the Guadalupe River. Flood mitigation could have been done years ago but nothing was. Texas state finances are mostly through sales taxes.

Property taxes are local and can include multiple tax agencies. I have to pay a small amount to the Yokum and DeWitt school districts each year for ownership in part of property in Texas for example.

A hurricane proof house cost $1.25 million to build. Therefore all hurricane proof houses cost at least $1.25 million to build... That is, essentially, your claim.

We have timely weather forecasting. Compared to say, 50 years ago weather forecasting is far better now than it was then. Even so, forecasters don't get it anywhere near perfect today.
