IMO, it would take Pedo Don becoming consistently erratic and for the public to voice or protest their concerns en masse to move Congress off their asses. Specifically, the MAGA Congress who, in turn, would push JD and the cabinet to act.

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Well, we know a good lot of the electorate ain't gonna say a word even if the #TangerineTyrant is visibly drooling on the podium and playing with his own poop on camera.

...unless there's an outcry from the public and, since this is America, the major donors to Congress. It's one thing to have a nutjob or incompetent in office when they do as they're told, but it's another when their actions are so erratic it's bad for business.

Notice how quickly TACO moved when the bond market started to tank.
