Because voter ID fraud is minuscule (https://www.brennancenter.org/issue...an-can-vote/vote-suppression/myth-voter-fraud), and at the same time enacting new laws stands a high probability of disenfranchising eligible voters, which is exactly why the right creates the issue

Let me ask you something. If, and this is just for debate purposes, you wanted to conduct massive voter fraud in an election, how would you go about it?

I wouldn't try, because it simply isn't possible. If you need more than 2 people involved - it will come to light. Actually, that likely holds true if even more than 1 person is involved.
