Turns out he is neither white, nor from NYC. He was from the red stare of Nevada, where they allowed a crazy person to buy a gun.
The lower receiver was NOT bought by him. It is against FEDERAL LAW for a crazy person to buy a gun IN ANY STATE. So stop lying Walt. And he is half Black. You know like of first Black President.
Actually, it appears that he bought the rifle(including the lower receiver) from his supervisor at a casino. The police are not releasing the name of the seller. It is unclear if the seller bought the gun in parts, or as a total package. Tamura bought it as a total package.
It was [probably] private sale, so no background check in Nevada(or under federal law). If the supervisor absolutely knew that Tamura was insane, then he could be charged, but only suspecting does not make it a crime. Basically, it is unenforceable.
