He didn't cut what any of those programs pay out. What he did do is drop federal subsidies for expanded (eg., Obamacare expansion) Medicaid like that legislation originally called for. What's got the Left's panties in a twist is that it's mostly Democrat run blue states that went all-in on Medicaid expansion without a moment of consideration on how to pay for it if the federal subsidies ended--like they did and were legislated to do. What the Democrats fully expected was for those temporary subsidies to become permanent and that would solve the problem.

Well, they're gone and now blue states (mostly) have to find a way to pay for something they can't afford while red states (mostly) aren't stuck in that mess since they chose not to expand their Medicaid programs to begin with. But, of course, the Democrats don't want to take blame for their greedy stupidity so they're blaming Trump for what they caused.
